The website of the consistory has collected this national award given by the Autonomous University of Barcelona, ​​in collaboration with the Faculty of Communication of the University of Murcia and the Federation of Municipalities of the Region of Murcia, for responding to the criteria of transparency and quality in more than 90%
The Lorquí City Council has obtained the highest distinction, the Infoparticipa Quality Seal, which confirms the high degree of transparency of its website and the promotion of citizen participation with compliance with the criteria of more than 90%, one of which is the six consistories that have received it in the Region of Murcia, next to Cartagena, Alcantarilla, Águilas, Las Torres de Cotillas, San Pedro del Pinatar.
This recognition is granted by the Autonomous University of Barcelona in collaboration with the University of Murcia and the Federation of Municipalities of the Region of Murcia.
In addition, another municipality received a recognition because without reaching 90% of the requirements have stood out for their effort and improvement, is the case of Mula.
The award ceremony, which took place last Tuesday at the Las Claras Cultural Center in Murcia, was chaired by the Councilor for Transparency and Citizen Participation, Noelia Arroyo, the president of the Federation of Municipalities of the Region of Murcia, Joaquín Hernández and one of the national coordinators of the project of the Autonomous University of Barcelona, ​​Marta Corcoy.
Hernandez was in charge of closing the event with a speech in which he stressed the importance of local administrations, the smallest and closest to the citizen, leading this advance towards transparency and citizen participation since they are the first referring to citizens.
"Transparency and citizen participation have three fundamental objectives that we can not forget: reduce political and institutional distrust, prevent corruption and strengthen government efficiency." Citizens want and should know what the municipal budget is spent on, the services of the they have and how they are provided or the initiatives and projects that are going to be carried out, but they must also have an effective participation in the processes of decision making, collaboration and control of public administration, "he said.
The Seal Infoparticipa to the quality and transparency of local public communication is a certification granted by the Autonomous University of Barcelona, ​​in collaboration with the Faculty of Communication of the University of Murcia and the Federation of Municipalities of the Region of Murcia, to recognize the good practices that are evident in the websites of local public administrations and, at the same time, promote that they are assumed by the rest of the political and technical managers.
These good practices are currently defined in the Map Infoparticipa (mapainfoparticipa.com) from 52 indicators that are used to evaluate the information published on the websites of the municipalities, adapted to the Law of Transparency, Access to Information and Good Governance December 2013. In this 2nd edition in the Region of Murcia, qualitative aspects have been evaluated, such as that the information is up-to-date, understandable and easy to find.
These aspects are foreseen by the Law when it states that the information must be "truthful and objective" and "must be constantly disseminated and updated on an ongoing basis ...".
The indicators, developed in the form of questions, answer five basic questions:
Who are the political representatives?
How they manage collective resources.
How they manage economic resources.
What information do they provide about the municipality and the management of collective resources?
What tools do they offer for citizen participation?
The results of the analysis are entered into the platform by means of a content manager that automatically shows the georeferenced results in a GoogleMaps, with the percentage that each web has reached and its translation in a key that, according to the 'infometer', is of white color if it has not reached 25%, yellow if it is above but does not reach 50%, light green if it exceeds 50% but does not reach 75%, and dark green if the score is greater than 75%.
In this edition the number of stamps from 4 to 6 has been increased and the mentions from 2 to 1 have decreased.
